The paper analyzes the stages of the Ottoman administrative organization in the Balkan area, respectively the establishment of the Silistra sancak. The pre-Ottoman territorial formations are presented, those constituted after the conquest and their evolution in time, the colonization of populations, the evolution of the conquered population.
